Fixed fine

Fixed fine, also known as a summary penal fee, is a pecuniary penalty of a fixed amount in euros which is less severe than a fine and provided as punishment for certain violations. The amount of a fixed fine is either EUR 20, 40, 70, 100, 120, 140, 170 or 200. If a fixed fine is to be imposed for two or more violations at the same time, the amount payable is the amount of the fixed fine for the most serious violation increased by EUR 40.

A fixed fine is imposed by a police officer, a border guard, a customs officer or a game and fisheries warden. The fined person may bring the case to a district court for consideration.

Violation and the amount of fixed fine

Road traffic and vehicle violations

  • Violations related to documents of a motor-driven vehicle, EUR 40
  • Violations related to the structure, equipment or condition of a motor-driven vehicle, EUR 70
  • Failure to use a seatbelt (pertains to both the driver and the passengers), EUR 70
  • Speeding in a zone with a speed limit of 60 km/h or less:
    • Exceeding the speed limit by 15 km/h or less, EUR 170
    • Exceeding the speed limit by more than 15 km/h but at most 20 km/h, EUR 200
  • Speeding in a zone with a speed limit of over 60 km/h:
    • Exceeding the speed limit by 15 km/h or less, EUR 140
    • Exceeding the speed limit by more than 15 km/h but at most 20 km/h, EUR 200
    • Exceeding the speed limit by 15 km/h or less as a moped driver, EUR 100
  • Violations against traffic regulations or traffic signs
    • drivers of cars and other motor-driven vehicles, EUR 100
    • moped drivers, EUR 70
  • Disturbing or needless driving of motor vehicles, EUR 70
  • Use of an uninspected or unregistered vehicle, EUR 70
  • Violation of the provisions on passenger transport and placement of passengers, EUR 100
  • Drivers and passengers of a motorcycle, moped or a snowmobile
    • Failure to use a helmet (also passengers over 15 years of age), EUR 70

  • Cyclists and drivers of other non-motorised vehicles

Water traffic violations

  • Minor speeding, EUR 120
  • Violation of a ban indicated by a sign or a signpost, EUR 70
  • Operating a vessel in violation of regional bans or restrictions, EUR 70
  • Failure to register a vessel, use of an unregistered vessel, or use of a vessel missing the registration mark, EUR 70
  • Missing documents of a vessel, EUR 40
  • Failure to submit a vessel registration form, a notification of change, a notification of destruction of a vessel, a notification of transfer of a vessel or a notification of a removal of a vessel from the register, EUR 70
  • Missing oars, paddle, anchor, pump, fire extinguisher, etc. EUR 70

Public order violations

  • Disturbing public order or endangering public security in a public place, EUR 70
  • Use of intoxicating substances in a public place or in a public service vehicle, EUR 40
  • Failure to comply with the obligation to prevent a public danger related to a building (e.g. snow falling from the roof of the building), EUR 100
  • Use of lights or advertisements in violation of the ban laid down in the law or unauthorised removal of a public announcement or notification, EUR 70
  • Purchasing sexual services or offering sexual services against payment in a public Place, EUR 100
  • Defecating or urinating in a public Place, EUR 40
  • Organising a performance in a public place in violation of the ban laid down in the law, EUR 70
  • Neglect to display contact information that ensures access to a building, EUR 70
  • Possession of substances suitable for painting graffiti in a public place without a valid reason, EUR 40
  • Failure to comply with the duty of controlling dogs in built-up areas / in places referred to in the law, EUR 40
  • Riding a horse and driving a horse-drawn vehicle in violation of the ban laid down in the law, EUR 40
  • Petty possession of objects or substances suitable for causing injury to other people in a public Place, EUR 70

Other violations

  • Minor littering, EUR 100
  • Fishing without a paid fisheries management fee, EUR 100
  • Consumption of alcoholic beverages in a commercial enterprise or similar, EUR 40
  • Consumption of alcoholic beverages in a public place regardless of having been urged not to do so by the police, EUR 40
  • Possession of alcoholic beverages at the age of under 18, EUR 40
  • Possession of strong alcoholic beverages at the age of 18-19, EUR 40
