Agency for Special Authorities in Judicial Administration

‍The joint agency for the special authorities in judicial administration began operations on 1 January 2025. It brought together eleven independent and autonomous authorities and a unit providing administrative services for them.

The authorities working under the Agency are:

• European Institute for Crime Prevention and Control (HEUNI)
• Bankruptcy Ombudsman
• Consumer Disputes Board
• Ombudsman for Children
• Licensed Attorneys Board
• Safety Investigation Authority
• Ombudsman for Equality
• Intelligence Ombudsman
• Data Protection Ombudsman
• Ombudsman for Older People
• Non-Discrimination Ombudsman

Administrative Services Unit

The Director of the Administrative Services Unit is Juha Sepponen from 1 January 2025 to 31 December 2029. The Agency forms a single accounting office, also managed by the Director of Unit. The Unit employs seven people in premises located in Pasila.

The Administrative Services Unit supports the Agency's independent authorities and centrally manages tasks such as finance, human resources and information management.

The Administrative Services Unit:

1. carries out accounting office tasks and provides financial administration services
2. provides human resources management services and personnel development support for the Agency
3. helps the authorities manage their employer duties
4. manages the Agency's contracts on information management services, and manages and develops shared information management services
5. supports the organisation of the authorities' procurement and carries out joint procurement
6. helps the authorities to organise internal control, risk management, security and preparedness
7. helps the authorities to organise information security and provides the data protection officer's services
8. manages the Agency's premises and provides related services when these tasks are not the responsibility of the Ministry of Justice
9. provides services for developing the activities.

Legal basis

Provisions on the organisation of the Agency and the duties of the Administrative Services Unit are laid down in the Act on the Agency for Special Authorities in Judicial Administration. The Agency forms a single accounting office.
