Helsinki Administrative Court’s task is to provide legal protection.
Helsinki Administrative Court resolves administrative and judicial appeals, submission and application issues, and administrative disputes in its judicial district. The judicial district of Helsinki Administrative Court consists of the municipalities of Uusimaa province. All appeals on value-added tax and customs are handled in Helsinki Administrative Court.
The majority of appeals are resolved by the administrative court on the basis of the written material obtained without hearing the parties orally. Oral hearings and on-site inspections are, however, also held in the administrative court.

Appeal
An appeal may be lodged against a decision by which the authority has decided or failed to investigate an administrative matter.
The procedure in administrative courts
In the administrative courts, cases are mainly dealt with in a written procedure, but oral proceedings are also fairly common, especially in immigration matters and child protection matters. In addition, the administrative court may arrange oral preparations, judicial examinations of the spot and inspections.
Certificate of finality
When a party requests enforcement of a decision concerning him or her from an authority, the authority may first order him or her to obtain a certificate from the Administrative Court that the decision has not been appealed during the appeal period, i.e. that the decision has become final.
